Car damage by pothole?

i just bought a brand new 2008 car. and just after 2 months i ran into a pothole. i blew my tire and my car doesnt function normally anymore. i was wondering if i can file a claim for the city to pay for my car damage? do i need to get the car fixed first? or should i file the claim first? im not familiar with these situations. any advice will help.
