Can the city pay for pothole damages to my tires?

I'm in NYC. Tonight, while driving, I drove over a pothole that was couple of blocks from my house and it popped two of my tires. Luckily, I went out to checked and quickly drove my car back to my garage. I was wondering if the city can pay the damages done to my tires since it was because of the pothole. how should i approach this to get this fixed?
